to some Heads of Departments whose duties and responsibilities very greatly exceed those of their second-in-command I have had

some doubts. It would be an advantage that the pay of an

officer acting in one of these appointments should be material- -ly increased whilst so acting, but in the entire absence of any complaint of the insufficiency of the present acting pay I have come to the conclusion that this advantage would be too dearly purchased at the price of those disadvantages which a charge allowance scheme to Heads of Departments shares with a duty pay scheme and which are given above. The matter will, however, be kept in view if occasion should arise to recommend an increase of salary for any such Head of Department.

It is clear that regulations as to acting pay which are fitting in the case of a universal duty pay which is neither more nor less than unpensionable salary only to be drawn on duty are not fitting in the case of a charge allowance given in respect of the discharge of exception -ally important and onerous duties. For this reason I ask that the instructions given in your Despatch No. 120 of 28th. April, 1911, concerning the Governor's Entertainment Allowance may be altered in the sense that it shall in future be called not
